Quality of life of vulnerable population groups in Ukraine: potential and limitations of current data
The article examines statistical and analytical data sources on the quality of life of vulnerable population groups in Ukraine, particularly internally displaced persons, people with disabilities, and children with disabilities. The subject of the article is the information support for assessing the quality of life of these groups, including the structure, content, and accessibility of relevant data. The paper is devoted to evaluating the effectiveness of existing data sources and identifying their limitations. The author aims to systematise available data sources, conduct their critical analysis, and determine their applicability in assessing the quality of life of vulnerable people. The methodological framework is based on the analysis of legal regulations, statistical data, analytical reports of public authorities, and publications of international and non-governmental organisations, as well as a comparative approach to quantitative and qualitative indicators. The study employs system analysis, generalisation, and data structuring methods. The results show that the primary data sources include state information systems (particularly, the Unified Information Database of Internally Displaced Persons), official statistics, and analytical reports from international organisations. It is established that state sources primarily provide quantitative indicators, whereas non-governmental organisations offer more detailed qualitative insights into living conditions, needs, and vulnerability. The study reveals that a significant proportion of data is fragmented, irregular, and limited in availability. It is substantiated that the lack of a unified approach to measuring the quality of life of vulnerable groups complicates the development of a comprehensive system of indicators. It has been proven that existing data primarily focuses on assessing current needs rather than on long-term quality of life analysis. The integration of quantitative and qualitative indicators within a unified analytical system is identified as a promising direction. The practical application of the results includes state social policy development, humanitarian response planning, support programs for vulnerable groups, and academic research in sociology and economics.
