System theory on cross-border processes and its social implementation
Annotation. In the article are analyzed the factors that cause the necessity forsystem research of modern cross-border processes. Is being researched the systemnatureof borders and cross-border phenomena, proposed a definition of cross-border system, disclosed the mechanisms of its functioning and development.
It issubstantiated the practical importance of system methodology for optimization themanagement of cross-border flows.
