Conceptual comprehension of bureaucracy and elite

The article is devoted to the conceptual analysis of similarity and contrast of the displays of bureaucracy and elite in a society. It is indicated that the scientifictheoretical researches and the public practice prove that the necessity for political elite and bureaucracy is a law of development of any society, and the state as a whole is stressed. The existence of this social group is caused by the psychological and social disparities of people, desire to take participation in politics, high public importance of the activity, necessity of high professionalism for its efficient execution; wide opportunities of the administration for the reception of privileges; practical execution of the control over the accepted decisions, and political passivity of broad masses.
