Управління сталим розвитком ЄС за допомогою інноваційної політики
У статті представлено дослідження досвіду країн ЄС в управлінні сталим розвитком інструментами та засобами інноваційної політики. Виявлено, що розвиток ЄС останньої чверті століття характеризується з-поміж іншого такими тенденціями, як перехід на засади сталого розвитку та розширення функціональної спрямованості інноваційної політики. Авторами визначено тренд інноваційної політики ЄС як перехід від суто економічних цілей (посилення конкурентоспроможності та нарощування темпів економічного зростання) до підтримки сталого розвитку (досягнення економічного прогресу для підвищення суспільного добробуту та збереження довкілля для майбутніх поколінь). Охарактеризовано особливості “сталої інноваційної політики” і проаналізовано динаміку та структуру спрямування заходів останніх п’яти рамкових програм інноваційної політики ЄС на складники сталого розвитку. За допомогою регресійного аналізу побудовано моделі впливу рівня інноваційного розвитку країн ЄС (SII) на показники соціального (HDI), економічного (GNP (PPP) per capita), екологічного (ЕРІ) й узагальнюючого сталого розвитку (SDG Index) країн ЄС. На основі економетричного аналізу масиву даних за 2022 р. виявлено, що інноваційність країн ЄС не стала основним чинником сприяння сталому розвитку спільноти, незважаючи на декларування зміни курсу інноваційної політики та реалізації низки соціально й екологічно спрямованих заходів. В результаті дослідження визначено, що зв’язок між рівнем інноваційного розвитку країн ЄС та їхньою сталістю є середнім для групи інноваційно розвинутих країн, тісним для країн із середнім рівнем інноваційності та слабким для найменш інноваційно розвинутих країн. Продемонстровано необхідність подальших досліджень результативності сталості інноваційної політики ЄС.
