The social and gnosiological factors of co!operation of the public administration and the political leadership under the conditions of transient society are considered. The main directions of the differentiation between the sphere of political leadership and the sphere of administrative activity in the structure of the public administration and their simultaneous influence on the subsequent development of modern political and administrative relations are analyzed as well.
