Вдосконалення системи публічної влади: суб’єктивні оцінки об’єктивної необхідності

The article argues for the necessity of further de­centralisation of the system of public governance along a with consistent and integral system of its implementation based on the visions of some leading international and Ukrainian scholars. It highlights some acute social problems related to the formation of ‘polyarchic’ system in Ukraine and seeks to demonstrate the ineffectiveness and irrationality of the ‘conflict based’ governance model in the country. The article provides some suggestion in order to harmonise the governance system in Ukraine through a model based on solidarity, mutual responsibility and adequate changes to the legislation.
