Суспільний менталітет та його вплив на суб’єктів прийняття рішень

The author considers the problem of interdependence of the processes of making the political decisions and the social mentality. The concentration of the attention on a level of the interconnection of the positions of subjects making the political decisions (the power elite as their main carrier) through the mechanisms of implementation and the introduction of a problem into the agenda allows one to clarify the effects of social institutions which were given no attention earlier. The theoretical approaches to the definition of means of functioning the behavioural practices of individual and collective actors, whose are affected by the experience of the interaction of those actors with formal and informal institutions in the past, are considered.
