Професійна і деполітизована державна служба як чинник стабілізації управління в постсоціалістичній Україні

The article provides a critical review of the civil service in the post-socialist Ukraine. It stresses the importance of politically neutral and professional civil service as a key factor for sustainable public administration in Ukraine. The article argues for a re-consideration of the nature of civil service and the necessity of its further centralization and openness. The author suggests some recommendations in order of reform the civil service in Ukraine.
