Методологічні виклики оцінювання реалізації соціально-економічного потенціалу проєктів Livelihood в Україні (по)воєнного часу

Стаття присвячена обґрунтуванню методологічних викликів оцінювання соціально-економічного потенціалу проєктів Livelihood в Україні (по)воєнного часу та визначенню методів вимірювання їх ефективності. У статті зазначено, що у вузькому сенсі проєкти Livelihood призначені для забезпечення базових життєвих потреб людей і націлені на подолання гострої гуманітарної кризи. При цьому підкреслено, що завдання проєктів Livelihood можуть бути й ширшими, зокрема підтримка домогосподарств з можливістю розвитку бізнесу та його масштабування у майбутньому. Визначено сутність соціально-економічного потенціалу проєктів Livelihood як сукупності ресурсів, що формують соціальний та економічний ефект внаслідок їхньої реалізації. Проведено SWOT-aналіз реалізації проєктів Livelihood в Україні в умовах воєнного часу. Запропоновано етапи реалізації проєктів Livelihood. Автори статті стверджують, що при оцінюванні ефективності реалізації соціально-економічного потенціалу проєктів Livelihood слід використовувати як методи соціального впливу, так і економічної ефективності відповідно до етапів реалізації проєктів, при цьому вони аргументують необхідність застосування методології “збирання результатів” як якісного підходу до оцінювання соціального впливу для виявлення, опису, перевірки та аналізу змін, спричинених заходами, пов’язаними з проєктами Livelihood. Наголошено на важливості управління стейкхолдерами проєктів Livelihood, що визначає ефективність реалізації соціально-економічного потенціалу бізнес-орієнтованих проєктів у воєнний та повоєнний час. Підкреслено важливість застосування дизайн-мислення у процесі планування та реалізації проєктів Livelihood як методології, орієнтованої на пошук креативних рішень соціальних проблем через глибоке розуміння потреб цільових груп та залучення різних стейкхолдерів. Обґрунтовано необхідність врахування соціально-культурно-різноманітних особливостей громад на основі світового та вітчизняного досвіду реалізації проєктів Livelihood. Виокремлено основні методологічні виклики оцінювання соціально-економічного потенціалу проєктів Livelihood.
