Національно-громадянські цінності: регіональний вимір у загальноукраїнському контексті
У 2019 р. Верховна Рада України ухвалила Закон “Про забезпечення функціонування української мови як державної”. У цьому акті сформульовано іманентно суперечливий постулат, згідно з яким український соціум утворюють дві українські нації: етнічна та громадянська, де перша є системним складником другої. На відміну від термінів і понять науки, що допомагають пізнавати дійсність, терміни та поняття законодавства впливають на формування цієї дійсності. Відтоді всі гілки державної влади, політикум, науковці й широкий загал мусять шукати порозуміння щодо питань, які саме цінності українців слід вважати національними та їх захищати й культивувати: українські національні етнічні чи українські національні громадянські. Щоб запобігти такої потенційно конфліктної суперечливості, в статті вжито словосполучення “національно-громадянські цінності” як синонім терміна “національні цінності”. Обидва вони похідні від уявляння й розуміння сучасної української нації як громадян української й усіх інших національностей (етнічностей), об’єднаних сумісними з етноукраїнською більшістю цінностями в спільноту, всередині якої зберігаються індивідуальні й групові етнічні, культурні, мовні, релігійні, регіональні, політичні та інші відмінності. Як аргументовано в статті, саме так українську націю сприймає більшість населення країни. Ця позиція суголосна з Рекомендацією Парламентської Асамблеї Ради Європи (ПАРЄ) 1735 (2006) від 26.01.2006 р. під назвою “Про поняття “нація”. Джерелами інформації за темою дослідження стали матеріали репрезентативних щодо населення України та її регіонів результати масових опитувань, виконаних авторитетними соціологічними інституціями. За результатами аналітично-синтетичного опрацювання цих матеріалів сформовано масив фактів, які унаочнюють тенденції й специфіку загальноукраїнської та регіональної динаміки національно-громадянських цінностей з найбільшим інтегративним потенціалом. Такими є сама українська нація як багатоскладова громадянська спільнота з етноукраїнським осердям, українське громадянство, почуття патріотизму й гордості за належність до спільноти українських громадян, державна незалежність України.
