Українські воєнні мігранти у Словаччині: досвід співпраці громадського сектору та місцевої влади у наданні гуманітарної та інтеграційної допомоги у 2022–2025 рр.
У статті проаналізовано досвід співпраці громадського сектору та місцевої влади у Словаччині у наданні гуманітарної й інтеграційної допомоги українським воєнним мігрантам у 2022–2025 рр. Розвідка базується на попередніх результатах проєкту “Найкращі практики співпраці громадських організацій з місцевою владою для адвокації питань українських воєнних мігрантів”, реалізованого Міжнародним інститутом освіти, культури та зв’язків з діаспорою Національного університету “Львівська політехніка” за фінансової підтримки Міжнародного Вишеградського Фонду, і доповнена емпіричними спостереженнями за діяльністю словацьких неурядових організацій за подальший період від літа 2024 р. до осені 2025 р. Розглянуто динаміку міграційних процесів до Словаччини від початку повномасштабного вторгнення Росії в Україну за кількісними, віковими та гендерними критеріями. Автором окреслено реакцію держави та роль громадянського суспільства на події в Україні. Досліджено нормативно-правові рамки надання статусу тимчасового захисту новоприбулим українцям. У роботі продемонстровано приклади проєктів партнерства, реалізованих у взаємодії між муніципалітетами, громадськими об’єднаннями та (необов’язково) міжнародними структурами. Автор операціоналізує поняття “співпраця між державними та недержавними інституціями” через низку концепцій, що дозволяє розглядати цю взаємодію як форму кризового врядування. На прикладі діяльності таких організацій, як “Людина в небезпеці”, “Ліга захисту прав людини”, “Equita”, “MEMO 98” і “CVEK”, показано, як партнерство з органами місцевої та регіональної влади сприяло інституціоналізації гуманітарної підтримки і переходу від короткострокового реагування до сталих інтеграційних практик. Робиться висновок, що формат такої співпраці, хоча й не є єдиним серед механізмів допомоги мігрантам, але відзначається найвищим рівнем інклюзивності, оскільки забезпечує ширше залучення державних, громадських, освітніх, релігійних і міжнародних акторів. Автор зазначає, що досвід Словаччини репрезентує ефективну модель багаторівневого управління, що поєднує інституційну стабільність держави з гнучкістю неурядового сектору. Це може стати орієнтиром для інших країн у формуванні політики соціальної інтеграції щодо вимушених мігрантів не лише з України.
