Переосмислення функцій державного управління у контексті децентралізації публічної влади

The article highlights the importance of administrative decentralization as an important factor of stabilization of public administration in Ukraine. The author offers his vision of “the functions of public administration” as well as some conceptual approaches to the division between central authorities and local self-governments that are to be reconsidered in the context the public needs and general effectiveness of the administrative framework.
