The article contains the analysis of problems and ways of recruiting youth for public servicing in Ukraine. The author emphasizes the fact that quality characteristics of functioning of the national management system signifi cantly depends on its human capacity. The latter is defined by an education level, amount of professional experience, gained knowledge and skills of people participating in national management processes and their ability to use modern management technologies in their professional activities. It is concluded that youth involvement becomes an initial step toward renewing and modernizing of the national management system. The other steps of the state are those aimed at motivating youth to be engaged in public servicing. However, this refers to some other research.
