Міжнародний досвід повоєнної відбудови житлового фонду та вирішення житлових проблем ВПО
Проаналізовано міжнародний досвід вирішення житлових проблем внутрішньо переміщених осіб у ході повоєнного відновлення економіки та соціогуманітарного простору. Охарактеризовано роль держави у виробленні стратегій, визначенні пріоритетів, консолідації зусиль та інституційному забезпеченні процесу відновлення життєвого простору, відбудови житла та соціальної інфраструктури, а також забезпеченні контролю за використанням коштів, житлових приміщень і споруд, технологій і стандартів будівництва й реконструкції. Визначено національні пріоритети при організації заходів щодо забезпечення житлом постраждалих унаслідок бойових дій і вимушених переселенців, пріоритезації завдань реконструкції та нового будівництва. Аргументовано необхідність акумуляції та оптимального використання внутрішніх ресурсів, а також доцільність залучення іноземних інвестицій і використання зовнішньої фінансової допомоги для реконструкції життєвого простору, виробничої та соціальної інфраструктури з дотриманням системності та відповідності тенденціям структурно-технологічного та соціального розвитку. Охарактеризовано механізми взаємодії уряду та приватних інвесторів, стимулювання підприємницької активності, заохочення та підтримки громадян в їхніх діях щодо самостійного відновлення житла та облаштування прилеглих територій. З’ясовано, що надмірна забюрократизованість процесу оцінки завданих збитків та оформлення заявки на отримання допомоги значно сповільнювали процес відновлення пошкодженого житла, що спричинило додаткові бюджетні витрати на забезпечення тимчасовим житлом ВПО. Ігнорування історико-культурних відмінностей мешканців різних територій, як і скупчення соціально вразливих і маргінальних елементів призводило до підвищення соціальної напруженості на місцевому рівні, а у постраждалих від війни осіб формувалася стійка залежність від державної допомоги. Обґрунтовано необхідність врахування позитивного та негативного іноземного досвіду в практиці державного управління повоєнною відбудовою житлового фонду країни.
