Інклюзивний розвиток у ракурсі глобальних економічних трендів: виклики та можливості для України
У статті розглянуто глобальні тренди розвитку, які справляють вплив на процеси розподілу доходів і стан економічної нерівності. Показано, що домінуюча модель неоліберальної економічної лібералізації стала потужним чинником зростання в останні десятиліття економічної нерівності серед країн світу та меншою мірою – між різними верствами всередині національних економік. Розгортання у світі Четвертої промислової революції та процесу кардинальних технологічних трансформацій стає новим чинником потенційного зростання нерівності через її неоднаковий вплив на різні сектори економіки та види виробництва, а отже, і на динаміку окремих професій та їх доходності. За даними дослідження, чинникам зростання економічної нерівності протидіють чинники, які можуть посилювати тренд інклюзивного розвитку. За умови правильно побудованої стратегії технологічних інновацій і посилення спроможностей адаптації до структурно-технологічних зрушень різних груп робітників і соціальних верств технологічні чинники можуть створювати можливості для вирівнювання доходів. Виявлено, що в умовах України глобальні тренди проявляються специфічно, насамперед через тривалий період загальмованості процесу інновацій всередині країни. Проте ця характеристика має долатись у процесі технологічного піднесення потенціалу обороноздатності, повоєнного економічного відновлення країни на новій технологічній основі та адаптації до умов членства в ЄС, наближуючи тренди розвитку всередині країни до глобальних тенденцій та європейських стандартів. У цьому контексті, на думку автора, важливу роль має відігравати процес активної імплементації всередині національних економік рекомендацій провідних глобальних організацій і форумів, які опікуються питаннями соціально-економічного розвитку, а також настанов політики згуртованості Європейського Союзу.
