Теоретичні джерела соціальної держави
Зростаючий запит українського соціуму на “перезавантаження” держави актуалізує переосмислення джерел і змісту теорії соціальної держави для наукового обґрунтування повоєнного відновлення, трансформації економіки та соціогуманітарного простору України. Метою статті є розкриття генези теоретичного концепту соціальної держави та його економічна інтерпретація на основі оцінки та узагальнення надбань суспільно-економічної думки в цій царині. Хронологічні межі охоплюють період від зародження ідей соціально-орієнтованої держави (XV–XVI ст.) до завершення формування цілісної теорії у другій половині ХХ ст. Використано методи герменевтики, порівняльного аналізу та структурно-логічного синтезу. Зародження ідеї соціально-орієнтованої держави відбулося в добу пізнього середньовіччя. Соціальна справедливість і економічна ефективність верховної влади визначалися спроможністю забезпечення суспільного блага. Дж. Локк обґрунтував поняття приватної власності як необхідної передумови громадянського суспільства і договірну інтерпретацію повноважень державної влади. У XVIII ст. утвердилася ідея будівництва держави, яка регулює суспільне життя. Ф. Прокопович визначив принцип суспільного блага як основу створення “регулярної держави”. Влада володаря має обмежуватися законом і спрямовуватися на забезпечення просвіти, безпеки та добробуту народу. Л. фон Штейн поєднав правове регулювання та соціальну спрямованість через термін “соціальна держава”. Представники соціального напряму в економічній теорії конкретизували механізми регулювання соціальних і економічних відносин. На межі ХІХ–ХХ ст. сформувався погляд на державу як корпоративний союз. У ХХ ст. набула популярності теорія мінімальної держави як протилежність етатизму. Водночас реалізація концепцій соціальної держави та соціально-орієнтованої ринкової економіки на засадах неолібералізму стала основою успішної повоєнної відбудови Німеччини, відродження Західної Європи та розвитку європейської економічної інтеграції. Синтезоване поняття соціальної держави є результатом тривалого процесу розвитку суспільної думки щодо трактування єдності держави, права та економіки. Правова держава є інституційним підґрунтям і обов’язковою передумовою побудови соціальної держави. Економічною основою соціальної держави є соціально орієнтоване ринкове господарство. Саме цей напрям є привабливим для України при виборі вектора й визначенні основних рис майбутньої інституційної моделі економіки.
